The company was created by Noel Pemberton-Billing in 1913 to manufacture flying boats.
Pemberton-Billing was elected a Member of Parliament in 1916, and sold the company to his factory manager Hubert Scott-Paine. He renamed the company Supermarine Aviation Works Limited.
