Woolf Committee Biographies

Secretary: Dr Richard Jarvis

Richard Jarvis was Secretary to the Committee on Standards in Public Life (CSPL), the independent advisory Committee on public service ethics, on secondment from the Cabinet Office. Richard joined the Woolf Committee at the end of July, again on secondment from the Cabinet Office. Lord Woolf is grateful to both the Chair of the CSPL and the Cabinet Office for their cooperation in facilitating Dr Jarvis' secondment.

Richard Jarvis joined the Secretariat of the Committee on Standards in Public Life as Assistant Secretary in September 2003, becoming Secretary and Press Secretary in May 2006. During his time with the Secretariat, Richard also acted as expert for the Council of Europe's Group of States against Corruption (GRECO), undertaking evaluations of public administration and corruption in Turkey and the USA. Prior to this Richard was a member of the International Public Service Group in the Cabinet Office where he was Project Director of the DFID-funded programme to establish a new civil service in Kosovo and worked on similar projects in Serbia and Bosnia. Richard previously held a number of practitioner posts in the Cabinet Office including Principal Private Secretary to the Minister for the Cabinet Office, Secretary to the Cabinet Committee on Deregulation, and as head of Civil Service Pay and Performance Management Branch. Richard joined the Civil Service in 1992 as a scientific fast-stream entrant to the Department of Trade and Industry after completing post-doctoral research in chemical physics at the Free University of Amsterdam and following a doctorate and first class honours degree in chemistry at the University of Manchester.
